Alright, mine wasn't under those labels exactly either but close enough. Try finding this one:

GFF V4.1/SAVEGAME_PLAYERCHAR/SAVEGAME_PLAYERCHAR_CHAR/SAVEGAME_EFFECT_LIST

Then choose the second option (one of them has the label "0", the other is labelled "1". You want the "1").
Change 166:SAVEGAME_EFFECT_DURATION to maximum possible number. Change 166:SAVEGAME_EFFECT_DURATION_TYPE to 4.

I've restarted my character already, but I'm going to bring Fenris along all the time to measure attack speed against his to find exactly where the bug is occuring. Wish me luck.

I found a more permanat fix to the problem.
Using the Dragon Age Save game editor (daosavegame.exe)
Look for the Fire Damage Reistance value. It has an ID of 42. Seems Bioware changed the id values for stats and 42 is now Attack speed.
Youll notice that under modifier it has a negative value. Simply change that to 0 and save. And presto, Hawke has normal attack speed again.
Aint i just awesome. took me all 10 min to find and figure out how to fix..

Oh another thing. you may have to set the modifier value to 5 if you have for instance Isabellas passive friendship buff to attack speed, just set it to 5 in that case.

EDIT: What i mean is incase there was a missunderstanding with what i said. if you have Isabella in your active party in the current save and your fully befriended her then set it to 5.

On a note to devs so they can find whats causing the bug in the first place. Look at any debuffs that reduces attack speed by 25%. As looking back at my earlier saves the modifier was at -25. And i actually played thru it all the way from Act1 to act 2 before Deep road even. When i think about it i did notice a slight dip in attack speed but didnt notice it as a major problem till it hit -50. Which happened when i did the Night Terror quest in the fade. Wasnt til after i did the fade that i noticed my speed was still down. figured it was just something to do with the fade.. In any case, hope it gets fixed soon. Until then use my fix i posted in previous post.
And remember to keep in mind if you have any items or abilities active that affect attack speed when you change the value. It's best to unequip all items and remove all party members and saving before editing.

ParasiteX, thank you for the better solution. I too thought that the perma-Haste wasn't a feasible solution and your fix is much easier to use.

Thank you so much ParasiteX! Now I can finally get back to playing this wonderful game.

LittleBigMan at the Gamefaqs forums had a potential cause he wanted someone to relay here:

I may have come up with the cause, or at least A cause of this issue, as I've been having it myself.

For myself, I've been using a rogue; I had 22 dexterity, and two daggers that both required 24 to use. I also had a piece of armor that gave me a 2 dexterity bonus, which I equipped, then I was able to equip both
daggers. Sometime later, I found better armor and switched to it, but my daggers were still equipped -- they were greyed out on the inventory, but I could still use them. When I went to attack, all my attacks and
talents were slowed.

So I think this might have to be at least one cause of this issue. The game doesn't know what to do if you have
the weapon equipped but don't have the stats to use it, possibly.

However, I had to revert to a prior save, and I was careful to unequip things inthe "right" order this time (taking off my daggers first, then my armor), and I didn't have an issue...until a few hours later, where I started to get slow again. I don't know if that somehow activated this problem permanently on my game or what, I mean, it was a totally different save and everything, but the slowness gradually came back.

PLEASE let Bioware know about this potential cause. The topic listed a few posts above is being responded to by Bioware and I can't access my account because I forgot my password, and I can't get it back because of
EA, but could someone please add this info to the thread there? I really want to help, this issue is plaguing the fun for me.

Wow that's awesome. I also fixed the damage resistance leak too :o
My char had -10% DR even though there was nothing imparting a penalty.

My attack speed was down to -20. Not sure how that happened though. Maybe we can start looking at our save files more closely and see at what point a leak occurs.

ParasiteX, you're a hero.

For those like me, however, who had a stable decline of Stamina (it lowered continuously throughout the game from 160 to 110) just modify the "Modifier" value of the "Defense" tab back to 0.0, that helps.

I got it recently, too. I first noticed it after I did the gauntlet, thinking it was Merrill's quest. But it may have been present a little before that, during the gas barrel battle.

I guess I'll... stop playing.

Ok, I narrowed down exactly where I got the bug, it's after Fenris's quest in Act 2 in abandoned slaver mine, after the battle with that magister's apprentice.

EDIT: Ok, tried out the save game editor. My Hawke had a -5% attack speed in the save after the Abandon Mine, party set up was Hawke, Aveline, Varric, Ander. My party at the Abandon Mine was Fenris, Isabella and Ander. Isabella had the friendship bonus. Perhapes it had something to do with removing Isabella from the team?

Parasite X, thanks for finding this workaround!

However, has anybody run into issues with the save game editor itself? Every time I modify my save when I try to load it into the game it says I need the DLC installed (namely, the French versions of the DLC). I am located in North America, bought the US version of the game and own all the DLC.

Any suggestions? I've posted in the discussion for the mod itself but can't seem to find any solutions.

All I found that was editable was my chararcter approval and my money and max number of equipment :mellow:

It sounds like you're using an old version. Make sure you're using 0.4.9b.

Can add i confirm the defence leak. not sure whats causing it tho. But its dereasing Defence by exactly 20 for me. Best way to see if its affecting you is to remove all armor and equpment and deactivate any buffs affecting defence.
Then in Save game editor look at the modifier. It should be 25. Atleast for Rogues it should be at 25 without any equipment on. So to fix simply increase the current value by 20. Or atleast the value needed to get it to 25. Also be sure to increase the "current" value by the same amount as well.

I also noticed a dexterity leak. Possibly it was caused by the LAst Descent armor set bonus. not entierly sure. But it lowered my dexterity by 1. Very easy to fix and fin. same procedure there. remove all armor and make sure the modifiers are correct. For instance rogues should have a modifier of +3 on dexterity, +2 Cunning, +1 Willpower,
Also note that ID 4, which is called Magic in editor is actually Cunning, And ID 5 which is Cunning in editor is actually Willpower. Hope they update the editor soon with correct table values.

EDIT: From looking at a fresh save wtih a main char as rogue i noticed that rogues have a base modifier of 25 in defence, Warriors have 0, and Mages have 50..
Hmm probably need to take a trip to Hanged man and strip down my companions and double check their stats..

EDIT2: From what i can see companions dont seem to be affected by any stat leaks. Guess their modifiers gets adjusted properly when anything affecting their stats runs out. Could be because of the way they get removed from party wheras Hawke is always active and buffs never auto deactivate on Hawke.

So we are Legion now? Joking aside, it is the Dragon Age: Origins savegame editor. Regardless, the next version will detect Dragon Age 2 savegames and use the correct labels for stats.

Edit: I've uploaded version 0.5.0, and the savegame editor switches labels for DA2 save files. Happy bug-hunting.

I noticed one possible thing that can **** up your attack speed. Sometimes when you remove Isabella from the party her friendship buff will persist and still show in the talent screen. But checking with savegame editor i see that the stat is properly adjusted to 0. And then back to 5 when she is in my party. But if i where to use the Black emporiums respec potion when the talent is showing in talent screen and Isabella is not in my party at the time. Then The respec script will assume that its actually giving the buff even tho its actually not. Thus youll end up with a -5 to your Attack speed modifier. Something to keep in mind if your respecing your char without Isabela in party (and assuming your actually friends with her).
Best tip i can give is to make sure you have any party members with you that actually give a buff you have and remove every equipment you have and deactivate sustains before respeccing to avoid any potential problems.

 First of all, sorry about my english.

The problem is with Isabella friendship buff that is bugged.
I started the savegame editor becouse i have the same problem and i noticed that my attack speed was at -65. I changed it to 0 and back to the game. I add Isabella to my party, save the game and exit. Then i loaded this savegame in the editor and the speed was still 0, no changes with Isabella in my party. I loaded the game again and removed Isabella from the party, saved the game again and exit. I loaded this new save in the editor and the speed was -5. I repeated again all of this and the speed was -10, -15...
So i assume that the problem is with this, the buff don´t add the speed attack, but if you remove Isabella from the party the game took the 5% away.
I also try with a helm that add 2% to my attack speed and work ok, so i suppose that the only problem is with this buff.
