So you can become the viscount, but you can't actually experience it and live in the viscount's estate?

Yes, if you side with the templars you get a blink-and-you'll-miss-it shout-out that they "begged" Hawke to rule during the epilogue, and it unlocks the viscount achievement. However, even in that instance, Varric implies that Hawke doesn't stick around for too long doing that...

If you made alistair king in DA:O, there is a quest in act 3 called "king Alistair. In this quest he makes it obvious that you need the support of the Templars to become viscount of the city :-)
In my first playthrough I sided with the Templars because of that suspicious letter I found in quentin's lair when he kills Hawks mother. Quentin had assistance from someone in the circle. The letter was signed "O". I suspected that bastard ever since, and didn't buy into his 'dur, I'm innocent' act.

I think you can become Viscount but you will still leave, Varric even mentions I think that things change quickly or something along those lines. You don't really get to do anything as viscount.

There are a group of Anti-Templar nobles you can help in a sidequest but the whole Hawke becomes Viscount thing never pans out. Probably because the local Chantry explodes and Templars and Mages tear the entire city apart in an all out death struggle.

Guess that took precedence . . .

You're right.

You need to support Meredith during her argument with Orsino at the very beginning of act 3 and continue supporting  the templars all the way until the end. Do that and you'll get the viscount achievement, though you never become a viscount in the game itself.

A Noble Agenda.  You need to side against Meredith at the start of Act 3 to get it

Nope.  The only thing the game checks if you sided with Meredith during "Final Straw" (the last mission).  If you do, you become viscount.  If you don't, you don't.

Side with the Templars - you become Viscount. For a very short period of time. Then you run away into the woods and disappear, exactly the same as if you sided with the Mages.
