I apologize if this has been posted already, I did some digging around, and trying not to spoil it as much as I can, but I need help finding the varterral for the Herbalist's quest, as it it the only side quest I have left. Is it a chance encounter, or what? I scoured Sundermount with no avail. Thanks in advance.

you have to do some on the main plot and then you can do Merrill's quest, which in turn opens up a section in Sundermount. I did the same thing it took me awhile to figure it out.
