After I killed off one fo the three gangs in Kirkwall, somebody came up to me and said they would reward me for killing gangs and that I could find them in the Hanged Man(or at least that is what I thought I heard). I've now killed all three gangs for Act 1, and I cannot find this person at the Hanged Man. Do I have to do something to get him to spawn or does he just not give you anything(or alternatively is this a bug)?

You have to start/ finish the quest where you help out bella's companion(he is upstairs in the hanged man), after that, the room across from him there will be a gal, just talk to her, you get money and xp. do that over and over again(in each act)
