If he is the merchant you are trying to help, then go to the gallows and take the first left.

Thanks, that's him. No direction to him even when marked as active quest.

I'm running into a bug in my 2nd play-through. I did these quests in my 1st game as a warrior. I'm a rogue this time around, and Solivitus isn't even showing up where he's supposed to be in the Gallows at his shop. I've even found the Spider Silk already (still not seeing him show up to begin the quest) Anyone else run into this problem?

Same issue here - Warrior for the first playthrough - Rogue for second - and he's not there.

Hmm, after recruiting Merrill and doing her quest with the amulet (yeah, lame spoiler avoidance there) Solivitus showed up Huzzah!

He shows up after you've played through the act a bit and unlocked more quests. Annoying because I've had to go back to areas I've previously completed to do his quest work. If he'd show up earlier, you could get it all done in one trip...

I had the same problem.  The Herbalist wouldn't spawn until after I got Merrill in my party.

yes, you have to complete Flemeth's quest first.
