I have been having the same problem.
I go there all the time, with and without Fenris, but she is never there.

If you don't get a cutscene when you show up, then it's not working.

Did you have any other quests active that involve cut scenes in the Hanged Man? something for Isabella maybe?
Just wondering if it's a glitch involving two or more quests and/or cut scenes interfering with one another? Otherwise I have no idea, she should just be sitting at a table right next to the bar.
