Ther eis no if or buts. No matter the time no matter the age. Any soldier needs to be able to provide something for the team in case his main job is suspended for some reason. With any common sense Joker wouldn't be allowed in no matter his flying skills, period.

Any member of a naval vessel in case of boarding... which if its rare now, even less then, needs to be able to grab a rifle and defend the ship, basic survival is also necessary. And in the case of abandoning ship all members must be able to survive on their own in hostile territory. Joke is a burden to any crew that makes it off the ship.

Example: Normandy attack. If they had been attacked over a populated planet, how is joker any good in the position?. He would have to be left behind, and since within reason no soldier is left behind... he wouldn't be in the NAVY in the first place.

That mofo needs freacking prosthetic legs... they can have an american president be a damn AI, they can surely make your legs robotic if genetic treatment isn't a viable option yet.

No matter the job, no matter the soldier, no matter the branch, every member in or around the military who is aidining publicly or privately needs to be able to do basic things... amongst them be able to run towards, or away from the enemy depending on the situation.

You can be the best damn strategist in the history of football, if you were born without a leg you'll never get to prove it because you need to have played the sport first.

Just as an aside, genetic engineering is completely viable but it's illegal as per the Council's laws.

genetic engineering to a point. its not illegal under anyone's law. There are just regulation's in place to not reach certain limits. Like creating sapient beigns. AKA trigger planet of the iguanas

"SCREENING AND THERAPY: Most governments provide free assessments and
corrective therapy for genetic diseases in prospective parents. This has
nearly eliminated everything from cystic fibrosis to nearsightedness.
The earlier screening and therapy is performed, the more comprehensive
the results. Though ideally performed on artificially fertilized zygotes
in a lab, procedures are available for embryos in the womb and
newborns, out of respect for personal beliefs.
ENHANCEMENT: Improvements of natural human abilities is legal,
but adding new abilities is not. Treatments to improve strength,
reflexes, mental ability, or appearance are permitted; adding a tail or
the ability to digest cellulose is not. Some genetic enhancement is
provided for free to Alliance military recruits, but the average citizen
must pay for the privilege. The process can take years to reach
fruition in an adult.
ENGINEERING: Artificial hybridization of genes from compatible
non-human species with human genetic code is illegal. Creation of
designed life is broadly legal (and mainly used for terraforming and
medical applications), but sentient creatures are heavily regulated, and
creation of sapient life is outlawed by both the Systems Alliance and the Citadel Council."

What probably happened was that they noticed his gift in piloting, and invited him or something. Than while in basic training he would have been given a lot of leeway. Which is probably why he is so hostile when someone mentions his disease; seeing how basic training must of been really awkward for him.

What people don't realize about others with physicals disabilities is that they have the same mentality as everyone else (doing normal things), and feel like they don't belong. This is what Joker felt, he was embarrassed for being given the leeway. Seeing the other trainees working their buts off, and he just sat on the sidelines, feeling unworthy.

That's where the pride comes in. He knows of his gifts, and tries his best to do the things that he can do.

I can't understand why he has his condition in the first place. I mean look at the state Shepard was in at the start of the Lazarus project! He had bits of bones missing and by rights he/she shouldn't be even able to stand up let alone run around with a load of weapons and stuff. Yet Shepard was totally rebuilt so why can't joker benefit from some kind of re-engineering? Yes I know it was Cerberus who funded the Lazarus project but even so, you'd think they could do something for the guy? As for the navy, well joker isn't in it. He's part of Shepard's private crew and a member if cerberus and they are tolerant of all people it would seem.

His condition enables him to do nothing other than laze around in his seat doing what he loves doing best.

Besides, he is able to walk now, so Cerby did do something+ his abilities aren't really hindered by the condition, so it's probably not worth it.
