Im not sure if its my video card or the driver but it only happens when I play on max setting dx11. I know my card is dx11 compatible ATI 5850 and drivers are up to date. Im not getting any lag or fps loss when this happens just these things all over the screen.

I have seen that happen in many games for people. Many things can cause it. From your Video Card being underpowered or overheated to problems in your windows registry.
It is possible that the game has some type of incompatibility issue at some level with your video card or other hardware on your computer too.
