I have found 9 swords..and there is 10 but the last 1 is in a chest locked with Master Locked !? And Varric isnt able to open it...how the hell am i going to finish this quest ??

Does the re-spec book in the emporium work for companions? If so you could use that and give him more cunning.

Lowtown - Weaponsmithy
Lowtown (Night) - Hidden in a pile of rubble in the foundry district
The Gallows - Weapon Shop
Darktown - Crate in Anders clinic
Docks (night) - Found in a pile of bones in the harbormaster's office area
Docks (night) - Inside a chest with a master-grade lock in the warehouse district
De Launcet Mansion (Hightown) - Found in the northeast room of the building during your visit for the "on the Loose" quest
The Wounded Coast - Travel west from the main entrance until you can proceed no further, than head south (through a campsite) to a dead end. The sword is hidden in a pile of bones
The Wounded Coast - Found amoung a pile of bones in the northwest of the region, you should remember this area as being the Tal-Vashoth camp in Act 1
