I have installed it (and reinstalled it), it shows up under my DLC tab as well as my "registered game content" under my profile; however, I can not speak to Sebastian in the chantry nor do I have any Premium Content quests...
I have checked multiple characters/game saves in different acts but no luck...
Is there something I am missing?

i too am unable to use him. The DLC shows in my profile and it shows up in the game. I even received and completed the quests for the exiled prince. He shows up in the chantry now, but whenever I go to talk to him, a non-interactive response is given and he does NOT show up in my party selection screen. What gives?

And i cant even do the quests....i can see that i am supposed to do something at the chantry board, but there is nothing to press so that i can start a quest,,,,just a...!... and no more....=(

I too am facing the same issue. I also see a new quest called "Faith" where I need to meet Sebastian in the Chantry, but the only areas I can access are my home and The Black Emporium.
Even as a new character, I cannot access the quest at all. It would have been nice if BioWare actually warned people about purchases BEFORE you purchase them :-\\

Have you already finished the game Paterae? Of course, aside from the "Faith" quest.
If so, and the only accessible areas are your home or the Black Emporium, you cannot go back to activate or complete quests.
On a new game, you would have to initiate the quest "Duty" trigger. Head towards the Kirkwall Chantry in Hightown, before the Chantry board: a cutscene will play. It will show Sebastian putting a letter on the Chantry board.
You should then be able to proceed with the story arc for Sebastian.

Couldn't you find a better choice from the archives to consider? You should use Bing, Google, or Yahoo, not the crippled in-forum Finder.
