Apparently this quest is EXTREMELY bugged, as in unfinishable entirely. After getting the quest, it states to go to the wounded coast to save a girl from the bandits. The quest never triggers and the "bandit leader" just stands in the middle of the area with nothing happening. Lots of others are having the same issue as well it seems.

I've had the same problem with this quest. I can't find anyone in the area.

I go to the Wounded Coast, the bandits attack me and get massacred, then I explore the whole area and never trigger the quest.

Curiously however, I trigger a *different* quest where I get to help the City Guard take down some other bandits...

Other threads regarding this have mentioned that Bioware meant to remove the quest from the game. But didn't do the job properly. Expect the patch to remove it completely.
