The most salient thing here, besides the stink of digging up a grave this old, is that there are so many more message threads about the same thing that concluded on a positive note, and the new member picked a loser of a thread to scatter the old bones out of.

I know your problem and my own fix was to simply go in control panels, install/uninstall video driver. theres 3 options its install uninstall repair. choose repair option. you may have a fresh or a reinstallation but it doesnt help. i dont know why this happend all i know is once i repaired it it worked
since ur ati its the catalyst suite or aaa or whatever its called. its in there in your install uninstall. selecting it gives you those options, hope it works for you. also uninstall any other drivers about from old or other cards you have. if you choose reinstalling still go and repair. .
