I have read about the action that Anders takes in the late game. Does anyone know if it is possible to avoid him taking this action if you do NOT complete the Justice quest where he asks you to get some herbs for his spell to "separate him and Justice"?

Nope that action is going to take place no matter what you do. Just not completing the quest minimizes your involvement.
