When did you actually get the Marriage Proposal? Act 2 or 3?

Even so, I'd be fine with a "It would never work out because of xyz." What we get is just one line which completely disregards what he said before, no explanation given. Unfulfilling :/

So he professes his love, proposes marriage, and then says something like, "Sorry, maybe in another life?"
That's beyond unfulfilling. That's douchebaggery. And I hate that word, so it takes an awful lot for me to use it.
It has to be a bug. I hope either they fix it soon, or we hear reports of the correct ending happening.

So how do I romance him now? Rivalry or friendship path? Is it true that I'm not allowed to flirt with any other of the characters ever? I once chose a flirty line with Fenris (and I said a "flirt" line to Aveline, but I can't romance her anyway and I took it more as an especially friendly line). So what now? Sebastian would fit perfectly for my first Hawke. She's a very responsible girl, as pro-chantry as she could possibly be while still being friends with her little sister (who is now in the circle).
What does the guide say?

Killing Anders shouldn't be a problem, Anders is already full rivalry as my Hawke doesn't approve of his notions of revolution and freeing all mages.
Any information on the rumour about how the friendship/rivalry path influences the romance?

I just completed the game and did not flirt with anyone else, completed
all his missions, gave him the gift, maxed friendship to 100%, killed Anders...
and accepted the weird proposal (married to the Maker together).
<Spoiler Alert>
He never initiates a flirt with the PC and there only three or four possible flirt lines with him which are more sexual "come on's" than declarations of
affection. The flirting is one sided. There is no kiss, no hand holding, not
any reciprocation except that he is flattered. If you go see him at the chantry after the proposal, and click on him, he will say is "I feel so at peace here.
In Act 3, Sebastian talks about staying at the chantry to protect the High Cleric, and the PC has the opportunity to say something like (you don't want to protect me too?) and he dismisses this with a flippant "you can look after yourself" kind of thing. No, definitely not a love interest.
At the end, before the final fight with Meredith he says "you and me, in
another life maybe". It's as if Bioware thought, well if we get a lot
of money for this DLC, maybe we'll add more content later, because his character is definitely unfinished. He isn't even in the final fight with Meredith (as a back up). He is supposed to be, and all the members of the team are there, but not Sebastian. Quite a big oversight, that.
I have to say, after that one on one dual with the Arishok, dying over
and over again before my poor little rogue could fell that Qunari giant,
being impaled like a shish kabab too many times to count... well, let's
just say after that, it would have been nice to go home to somebody.
Ha Ha
He does visit your home once to say hi to your dog, like all the other
characters do.
I bonded much more with my male friends than I did with Sebastian.
Anders plight broke my heart, and Fenris, I wanted to take him somewhere and wipe the pain away. So when the writers try, they deliver spectacularly.
Oh, and btw... after I finished my game, I went back and loaded a save
game at a point after the Sebastian proposal. Then I took him to the
brothel and let him wait while I had some fun... no change in the relationship. He doesn't say anything, and there are no repercussions.
Is that good or bad. ;-)

same here. I finished one with Anders. I guess it's Fenris and Isabela left then pack it up and go back to Origins.
