No, not a bug.
A bug is something unintended. This is ignoring the consequences of your prior actions.
Is it confirmed she appears no matter what?

I ignored the "Intimidate" option after defiling the Urn and killed her. The deathblow left no room for interpretation. She died there. Heh... no need to get more graphic in the description I guess, but I doubt even the Maker could have fixed that one...Eumerin wrote...

Anyway, if it isn't a bug, just a very poorly handled plot choice. Why even give players these options if they had no intention of making them count? That cameo didn't even need to happen. All it did was serve to break my immersion, and as popular as Leliana seemed to be, I doubt I'm the only one who noticed this.

The Maker cast the mages out of the Golden City, imprisoned the Tevinter Gods beneath the ground, and performed mighty miracles through the prophet Andraste. I wouldn't go placing bets on what he can't do...
Also, I don't think Leliana's appearence is just a fanservice moment. I think it's a lead-in toward a more important role for her in the future as the story continues to play out. She's evidently the personal agent of the Divine, and between that and her appearence in the epilogue, she's someone who will probably be doing some very important things in the future. She's also the only character that Bioware has created a stand-alone prologue for, and given you the opportunity to play as. If all Bioware had wanted was fanservice, then Oghren, Wynn, and Sten would have shown up as well. I strongly suspect that the cameos we got were put there for a reason besides fanservice.
And incidentally, though it's a bit buggy, most of the people who killed Zevran off apparently haven't gotten the quest to go after him. So the decision to put Leliana in no matter what appears to be a deliberate move on BIoware's part.

Edit: I'll accept it, but I just want to go on record saying that I disagree with the idea of a game series with continuing stories that do not reflect the choices made by the player. This wouldn't have happened in Mass Effect.

It did happen in Mass Effect--there were many complaints about savegames importing incorrectly into ME2 causing story elements to appear that were contrary to decisions made in ME. It's rather disappointing that the same thing is happening again; in my case Leliana's apparent indifference to the Warden, though I guess that's relatively minor compared to her resurrection in other people's games...Icy Magebane wrote...
