Yes it's in act 3, although I'm sorry I can't quite remember.

I was bugged, I found all crafting items but didn't get the achievement

It's in Isabela's mission, in a room off the warehouse where she's taken to meet Whatshisname the guy whose slaves she freed.

edit: craptacular. Isabella ran off when I didn't want to let her have the relic. so no achievement for me this run.
