Am playing a rogue and I didn't notice it at first but after respeccing and switching the location I get a free ability point set into the 'Specialist' tree in the 'speed' ability. (that's why I was respeccing, thought I did a mistake)
Don't know exactly, but I took the potion in the Emporium thingie, spended it definitely only in precision, switched to like 2 other location and 'speed' was unlocked again.

So my lvl 13 Hawke already have 15 points spent without ever taking a potion which nets me another point.
Isabelle seems to be not affected but if I would abuse it further I can have all trees unlocked after some time for only 1.30gold each point

It's kind of bothering me and I will ignore the point further.

Anyone experienced the same odd behavior?

I noticed that too.

I'm playing a mage atm, and when I respecced and continued to play the game, I got free ability points in random skill trees.
