Day or Night matter? Do I have to complete anything first, hopefully this isnt a bug! Do you remember where in Gallows (ie possibly by the potion girl or someone else)? Sorry for all these questions, just trying to narrow it down, thanks!

Daytime. It is by the potion girl actually. I remember getting the quest fairly far into the Act.
