I managed to find a way to bypass the Configuration Utility. There is a file in the dragon age iidata directory called DragonAge2Launcher.xml. It makes reference to a file that it looks for in the launcher for first run called SystemInformation.xml in the C:Users<user profile>My DocumentsBioWareDragon Age 2 directory. If that file does not exist, it forces you through the config utility. If you have another Bioware game (like Mass Effect 2 for example) you can grab the SystemInformation.xml file from its directory and copy it to the DA2 directory. I did this and when I clicked "Play" it skipped the stupid poorly architected Configuration Utility and the game started right up.
Unfortunately, this doesn't help you a lot if you don't have a pre-existing SystemInformation.xml file
