Dialogue Audio completely gone since DLC-upgrade [SOLVED]

Hi there, since I installed the DLCs yesterday my DA2 has stopped playing any dialogue sound at all.
And changing all the different audio settings in-game as well as in the installer as well as in audio configuration does not fix it.
Originally this worked absolutely fine for me:

Day 1: started playing german language version, all sound ok
            later decided to switch to english version through the steam languages interface, all sound ok
Day 2: noticed that some DLC content was not properly unlocked, so obtained a proper unlock code
            through EA online chat support, all DLC unlocked and I installed them
Day 3: wanted to check the newly installed DLC and bonus features, loaded my save game from day before
            mysteriously now all voice dialogue is permanently gone
           party baner now only shows little text popups and scene dialogue is text only, characters do not
          even try to even move their lips, so this isn't a volume or surround problem, it does not even try
          to playback any character voices anymore

so I tried, switching all the options around:
- "force stereo" on/off (ingame and through config util) -> no effect
- "disable dialogue" on/off (ingame and through config util) -> no effect
- changed around surround/volume settings in game options -> no effect

So I still sit here with finally everything properly unlocked but all the beautiful voices are gone now,
which actually makes the game entirely unenjoyable, as the voice acting is one of the corner stones.

Any suggestions what else to try ?

Okay, I found the cause of this bug.
Obviously the game's configuration code and DLC installers do not work properly with steam's language switching feature.

When inspecting the configuration file "DragonAge.ini"
which resides in your "UserName/Documents/Bioware/Dragon Age 2/Settings" -Directory,
I found out that the Voice Over config setting was always kept to set off no matter which setting
was chosen in the game options or config tool.

So first off I corrected this entry:
In section [AudioOptions]
Entry "VODisabled=1" changed to -> "VODisabled=0"

Also the game config utility seems to not have detected that the locale settings for the games
chosen language(s) was configured to a german/english mixed mode, which actually should not matter, but the game seems to not work properly when setup in this way.
This must have been caused by the steam language switch functionality not properly working together with DLC installer or config utility or game options menu setup, you'll find the details when testing.

So I made sure all the locale entries were consistently switched to us-english:

in Section [GamePlayOptions]

"Locale=en-us"
"VOLanguage=en-us"

If you are having similar problem with your game after switching language around set these entries
to the locale code of the language you want.
Since steam language feature somewhat does not seem to understand installing multiple languages side by side, but instead actually seems to switch them out, also make sure
that you have selected that language in your steam client for the game's properties.
(right-click game -> properties -> language)

Alls the DLC do not seem to be impacted by language switching that much, at least in my case
all those packages seem to have installed voice overs for english, german and french simultaneously, just as the ME2-DLCs installed multiple language content side by side.

Finally: This seems to have fixed my problem, but you really have to get the game config utility to work properly with the steam language feature.
The most desirable solution would be to once again bring back true multi-language and mixed mode
game setup in a away so that it easily works right with the steam language function.
Mixed-mode language as DA:O did support out of the box is a great way for
people to improve their skills in the english (or other foreign languages) by having the voices play
in a foreign language while still being helped out with the text/subtitles.

On another note:

To find out which language audio files are currently acutally available in your steam installation of the game look here:

C:\\Program Files (x86)\\Steam\\steamapps\\common\\dragon age ii\\modules\\campaign_base\\audio\\vo

There should be on subdirectory for each language installed like "en-us" or "de-de".
Inside there are two more subdirectories each. Look in the "en-us\\vo" folder for example if
there are any files, if not then steam has uninstalled that language during language switching.

I am pretty sure if you manually backup all those language dependent files all over the Dragon Age
game installation directories you "could" actually get back mixed mode lanugage installations as well.
