Yeah, but he still shows up at his damn clinic. What's the point of moving in if they're always at their housing?

I was confused about that too. I was like, "Anders, didn't you agree to move in here? Why aren't you here? Dx".
But,yes, he makes the offer, Hawke accepts, and from what I can tell, he doesn't fully move in until Act 3. That's how it worked out for me.

They should have some DLC to fix the romances so that they are a bit more engaging. Once I picked Anders - I expected a bit more like DA1

The conversation where you or he asks about moving in occurs in Act 2, but he actually moves in during Act 3. There are a couple of conversations with him at your house (one at the beginning of the act, another humorous one if you click on your dog). I believe you still have to be at his clinic to talk to him about his Justice quest, though (for scripting reasons, I assume).
However, there are plenty of banters with your companions about Anders moving in. While I too would have loved more dialogues with our LIs and companions in the general, I also appreciated who reactive everyone was. In DA2, the same-sex couples especially got very little acknowledgment from other characters or in banters. In DA2, everyone seems to have an opinion. In a way, that made it more engaging to me.

if you speak to bodhan in act 2, he says it's nice having Anders living there and shame he's always so busy doing his own thing. So he lives there but is always away when you go home.

You don't actually have Anders in your house till Act 3, then he appears on the landing above the writing desk.

So disappointed there wasnt more dialogue options there, no kisses or hugs or cuddles..could have been so wonderful much better.

He keeps saying he's been neglecting his patients, so I assume he just works hard in the clinic when he's not travelling with Hawke. But once he's given the key to the underground passage, he can get in and out of the clinic quicker, so he's at Hawke estate more often. That's my view on this anyway 
But yeah, shame we don't get many interaction options with romanced companions in da2. And I miss Ander's earring
