There is a point in the game when you get to fight the Arishok, and aside from taking hardly any damage and using a ton of potions, he has a number of unfair abilities which I WANT, like:

1) DUAL WIELDING longswords as a warrior
2) Shooting forward across the battlefield at incredible speed
3) Sticking his sword through you and holding you up in the air with it (badass)

All this, coupled with his badass voice, his badass horns and his bada...uhm... firm adherence to the Qun made him my fav NPC. :o

But I still want his abilities!! Could an intelligent mod-type-person please tell me how to add them?

Qunari in DA2 are their own creature. What I mean is they have abilities and their own animations. Say like... a high dragon who has the ability to fly out of combat and back into combat and also breath fire attack.
The ability was meant only for that creature and it has the animation specifically for that. Same for the Qunari and I believe the arishok is his own also. So if you had those abilities your character model would only return to the "T" pose that a model is always in when being created.

So your hawke would... float in mid air arms out, feet together and fly across a room and then fix itself. Also the Arishok can only have his blades. Just like Varric is his own model, Bianca is apart of his model. So are the swords for the Arishok. *Sigh* Thats Bioware simplifying things like they did from ME1 to ME2.

Okay, so how about this compromise: I turn my model into that of the Arishok's :o

Would that cause issues with lip synching? Talent trees? Anything else?

Most likely this would cause many issues , the only real solution would be to make custom animation from scratch for the class.

I'm sure someone will make something like this sooner or later. It's just a matter of time.

This isn't that farfetched some players have already figured out how to add enemy only skills. And if you make a rogue you can change your daggers to look like the Arishoks weapons. Just wait a bit games only been out a little bit and with no official toolset we've made excellent progress. This is simply a matter of time.
