Mass Effect 2 was limited to texture changes and enemy weapons. In the next installment, I'd really like to see modders use their imagination.

Is modding basically just non-devs changing the game? Because I hate that.

Basically yes. Some games like TES: Oblivion but also Dragon Age have highly moddable PC versions. As far as I know both games have officail modding tool-sets released by the developers of the game specifically made for the those games. Mods can contain a huge variety of content though. It ranges from small things like changed appearances of characters to entire fanmade sidestories and quests.
If I remember correctly though Bioware was pretty much against modding in the Mass Effect games in ayn way shape or form. Part of that were technical issues. Something about the way they already modfied the engine and the complexity of facial animations during conversations I think. Not sure.
Anyway, Bioware had a very clear anti-modding policy for ME1 and ME2 and therefor never released any modding tools. I doubt they'd change that for ME3.
