On my first play through, I had him at half friend, did none of his quests, though I did give him two gifts. He left me after I sided with the mages, but when I talked with the templars at the gallows, I was able to sway Fenris to join me for the final battles.
[Spoilerific] Any way to keep Fenris and Anders?

Gotta get enough of Fenris's respect for him to be able to side with you with the mages. I'd just get him 100% on one side.

I had Fenris at 99% rivalry, I did all his side quest’s I only gave him the sword of mercy, I also spared Anders and when I side with the mages he refuses, so I wont finish the game :/
