Other than that probably KOTOR but I don't actually remember there being a romance in it. Just alot of lightsabering stuff in the face.

As far as the topic goes, I believe it was in Baldurs Gate 2. Didn't like it much though, which tends to be the case in almost all other games that feature them as well. Very tough to find a good sweet spot with them in games that are fundamentally mostly about things on much larger scales.

was re-released last year.....so can be bought cheap again now (no more ridiculous money for the old versions)..
And yes, plays perfectly on windows 7 64 bit.....but you need the widescreen mod to truly appreciate it

To get back on topic....though PS:T was the first, Viconia from BG2/ToB is still my favourite.

If we're talking any romance, even ones that are a basic part of the story and you don't have to do anything specific to get them going....uhhhh....prolly some old adventure game, or maybe Wing Commanders 2, 3 and 4.

If that doesn't count...hmm Legend of Dragoon, with Dart and Shana. Heck they are building a house, even have a kid well will have one toward the end, so that should count.Though Dark Empire might also count, its clear Kyle and Jan have feelings for one another.
