Its a free part of the black emporium, just go to sustained abilites in your radial menu everytime you enter a area, and you get a free tank.

Black Emporium, it should've auto-spawned when you started fleeing from Lothering. Story-wise, it's your dog from Lothering itself and it moved with you to Kirkwall. You can summon it by going to sustainables.

Its your dog. It was also at Gamlin's House. You also could use it at the beginning of the game.
