I get the introduction cutscene, but when I go to the chantry board, I'm unable to access it.

Is anyone else having this problem?

Are you trying to start the quest after Act 1 by any chance?
If so as far as I am aware you can not start it then - you missed the opportunity to do the initial quest (during Act 1).

There seems to be two camps in this issue:

• People in the first camp cannot even access the Chanter's Board at all after the intro, so they cannot pick up the quest Duty.
• People in the second camp, after watching the intro, can access the Chanter's Board and pick up the quest. However after exiting, the Chanter's Board becomes permanently locked until you transition into the next act.
