I did use the console to add some levels, up to 6 but that shouldn't have an effect on that, should it?
Recently hit level 7 and no specialisations showed up...is there a reason for this?

The Specializations don't show up until you get to Act 1.
The prologue ends after Hawke's year of repaying the Slavers or Mercenaries..
