given where I am in the story (just done the Act 3 Justice quest) I love all of the characters except Anders, who I just want to punch given what he is clearly up to. So self-centred and unwilling to see the other side, and always hating on Merril, despite what he is.
May be well written, but he's not DA:A Anders, and he's dangerous and self-destructive. Even more so than Merril, and that is saying something

Isabela - She matches her pirate looks by personality perfectly.
Varric - He's a laid-back, cool, but yet sincere man.
Anders - Another sincere man of principle, and given the appropriate dialog, has an understanding of liberty requiring personal sacrifices to the point of death.

I like Aveline, and wish she was a romance option for both sexes. She and my first Hawke are kindred spirits, and she seldom disapproves of anything I do or say. And her banter with Isabela has some of the best lines in the game.
Among NPCs, so far my favorite is the Arishok. I want to follow the Qun and become a Qunari Qulingon. In DA:O I was misled about the Templars and Chantry by my pious girlfriend. But Kirkwall really needs a rival faith.

I really like Merrill she is so cute, but she isn't my favourite party member or a bad character.
Anders or Isabella are making things hard for everyone else and acting like little children listening only their own selfish needs. But still they are well written and simply some people are like that.
Fenris just whines too much and is bit too fanatic with his oppinions. Plus I find it silly that he hates slavery but at same time supports keeping the mages oppressed. Still a good character, but not my favourite.
Aveline, her I like a lot. Good solid character with sound principles. I like her practicality. She is bit serious at times, but that is why it is so much fun to tease her. I consider her one of my favourite characters.

Varric is awesome, friendly, helpful and funny. I would have to say that he really is my favourite character.

Here is my list from best character to worst.
1. Isabella. I am not only physically attracted to her, but her voice is also extremely attractive. She also turns out to have a heart of gold once she falls for you.
2. Varric. Hes a best friend, easy going and funny.
3. Fenris. This guy is a complete ****** and we dont agree on anything. Awesome voice, and bad ass attitude. He is a character who I love to hate, and I enjoyed killing him.
4. Anders. He seems frail, troubled, and a mental patient. He is an extremist. He has a bleeding heart but he makes some really poor decisions. I was shocked at what he did, and I had to ban him from my group towards the end of the game for his poor choices but I did not kill him because I know he is a good man with mental disease.

I'm going to go with a list as well, just because each character deserves a bit of explanation, so in order from least favorite to favorite:
Carver: Really I think developers did this on purpose. Whereas Bethany is sensible and good natured, your brother is a whining ******, the best part of having Carver around is either, A.) You want to put up your friendship with Anders without getting rivalry from Fenris, or B.) listening Varric and Isabela verbally harass him, just the fact that Varric refers to Carver as either Junior or 'Little Hawke' is priceless
Sebastian: I was hoping that the new add-in character would be as enjoyable to have around as Shale was in DAO, but it seems like Sebastian is more or less the male equivalent of Leliana. He's a perfectly legitimate character, but unfortunately Bioware has made such awesome ones in the past, that him just being about average with his balancing vengeance and duty to the chantry that there's just not much to say about him
Anders: Maybe I'm just super biased because I was sincerely hoping for the Awakening version of Anders in DAII, but I was just thoroughly disappointed by Anders/Justice combo. Whether you're romancing him, directly opposing his views on mages, befriending him every step of the way, or just walking around caves or alleys with him, he just whines about mages. It doesn't matter who you have in the party, and funnily enough all the rest of your party members seemed just as annoyed as you are that he won't shut up about it, and I needn't mention what he does at the end, which destroyed any bit of respect I had for him and his ability to actually solve the plight of mages which he preached on and on about. Despite this he is interesting, especially to see his transition from Awakening to DAII, regardless of his...insurrections.
Bethany - She's just solid, and one of two healer options if you aren't playing a mage, so pretty key. Kind of like how the Grand Cleric is the voice of reason between Meredith and Orsino, Bethany is the reasonable one of your group. you put her with the right people and you can get some great lines out of her as well.
Merrill - The fact that Bioware made her so adorable, so lovable, gave her the quirky, off-kilter lines...and then made her a blood mage is just priceless. Do I ever agree with Merrill in any way shape or form? No. Is she an amazing character nevertheless? Heck yes.
Aveline - I think the thing that really made it for me for Aveline was her dating quest. I was just giggling the entire time, because who else would ask you to do all this random stuff in the hopes to get in the good graces of one of their subordinates? Especially someone like Aveline who never takes the round about approach to anything? She is the stalwart, law abiding character, but within that regard I think she had some good moments that set her apart from the norm.
Isabela - What can't you not like about a character whose up front with you at the very beginning about who she is and what she likes? Amazing dialogue, great all around character, mostly because she's like the female version of Captain Jack Sparrow (think about it. She loses her ship, all she does is drink, and you can never tell whose side she's on except if you befriend her she'll always help you out in the end.)
Fenris - He may be a brooding, tormented ******, but there's no denying Fenris is a complete Bad ***. I mean how many times does he rip someone's heart out of their chest? In essence Fenris's character is very similar to Anders in that they are both sitting on the extreme ends of the same line, but even so, Fenris admits later game that he has respect for Bethany as a mage whereas he does not have the same respect for Anders. Anders complains constantly of the metaphorical slavery that all mages undergo where Fenris has actually been a slave for most of his life. I think what really sets Fenris apart is that he is willing to go the distance to achieve his freedom no matter the cost. His views are extreme, but with good reason. His concept is cool, and you just can't beat his veneer of calm attitude.
Varric- Of course it's Varric, you /knew/ it was going to be Varric, he's the majority of peoples top pick and there's a reason. Best dialogue in game by far, the perfect personality of snarky, smart ***, willing to get things done, and complete reliability. Like many have said before and many more will say after this, it's a shame he can't be romanced. Regardless, his signature weapon his penchant for spinning tales and his role as Narrator and aid in the game will surely land him a spot in RPG NPC history as a truly remarkable and wonderful character.

I used Fenris, Carver and Isabella the first year.. Only because their banter was wonderful.. and it was the first time I saw that they could be banter between 3 companions.. In all my other constelations only 2 companions talked to eachother at a time..
