Hey Rehwyn, I just got to act 3. I have about 130 gold. More than likely I won't be able to get all those pieces. Do you have any recommendations on which ones are must-haves?

I went along with most of the build you have here and caused some massive amounts of damage even to boss characters with assassinate skill.  If you use Merill's wrath of the fallen while your rogue does assassinate you can get large amounts of damage in. 
I think the highest I have done is about 7000.  3500 +/_ with each weapon

Cool build! I'm thinking about making a rogue with your build and I would like to know at what levels did you get what talent?

Sorry, I can't really remember  exactly what levels I got what talents but I can give you a general idea of my thought process on how I chose my talents:

At the early levels, I focused mainly on getting to Twin Fangs and  Reversed grip. I was also working on getting Overpowering Fog so that I could set up for Aveline's Scatter (w/ Disperse). At 7 I took Assassin spec and slowly made my way to Assassinate. I took stealth mainly as a way to escape when I was focused by enemies. Once I reached assassinate and its upgrades, I began putting points into Shadow. The Scoundrel tree was where I put my last points into near the end. I do recall my last 2 points went into Enduring Mark and Follow-Through.

How did you reach such a high level by the end of the game? I know of only four bonus talent points in total (although apparently there's six?), and I've heard of people reaching as high as 23-25, but not 27-29.

I did every quest that was offered to me. I did have a modified Lion of Orlais shield and another +1% XP ring but I don't think that would push me over. I was level 27 by the time I reached Meredith with. Its possible I might have gotten the Maker's Sigh bug too.

I hit level 26 pretty much right before the final boss, and I didn't necessarily complete each quest in the way that would award the most XP (I talked my way out of fights a number of times). I also didn't use any +% XP gear. Hitting level 27 wouldn't surprise me as possible if you go for the maximum XP in quests and use +XP items.

As for bonus ability points, I had to manually track how many I had because I ran into the Maker's Sigh bug several times. I would go into a save game editor and give myself the correct number when it bugged out (at one points, the game thought I should have something like 44 ability points ~_~).

I'm pretty sure I was supposed to have 6 at the end, 3 from tomes, 1 from a puzzle, and 2 from main quests... but I might have been wrong. Did other people get them from main quests? Or was that the game bugging out on me? I can't seem to find a lot of solid info out there on exactly how many are available as bonus either.

If I did mistakenly have too many points, I'd drop talents from the Specialist tree. Upgrading Speed was really just icing on the cake for the last few levels because I had points to burn (or so I thought).

As for "must have" items, Stealth Boots is up there because of +2 all stats and the huge amount of crit damage. Ring of No Wishes is very hand to have to prevent Stuns as well. As for the other 3 purchases, it's kind of a toss up and you'll have to compare them to what you already have. Four-Fingered Eddie's Lucky Talisman is the biggest DPS increase, followed by Puzzle Ring of the Black Fox. The Belt of Promise is honestly more a survival item because of the damage and magic resistance (though the +3 dex/cun is still gravy). The belt would probably be lowest priority if you aren't having trouble staying alive.

And as for which abilities to take at what level, I'd have to really sit down and think about it because I didn't use this exact build until in my 20's I can make some general recommendations however. Finish the DW tree early, but make sure you have at least one "survival" ability (Stealth, Evade, etc) before level 5 or so. Grab Precision early for the +attack (you'll mainly use it on bosses). Whether you go into Shadow or Assassin first depends on if you need another threat drop or want more damage.

I'm currently taking a break from the game to focus on my studies some, but I might start another rogue soon. If I do, I'll make a leveling order and share it here.

I believe I encountered the Maker Sigh bug once because I'm counting and for some reason it still gave me Lacerate, despite I respecced out of it.

So assuming you do every possible quest and go for the max xp outcomes of each, you should arrive at 31 talent points at level 27.
