It looks like it, but sometimes the game will still give me points, and you'd think that it wouldn't if I was full. Due to the nature of the graphic, it's hard to tell if I'm at 100% or 99% so is there a way to be sure?
How can I tell if I have 100% Renegade?

If your taking about the ME2 then ignore the bar, it lies. You need to keep earning ren points for the whole game. Whether you fail or pass a speech check is based on the percentage of points you have earned vs how many you could potentially have earned at this point. 100% ren isn't a constant number you have to reach.
If you’re talking about ME1, I can't remember if you still get the points notice after the bar is full. I think you do. Either way it makes no dif.

In ME2 the class passive power will increase (potentially double) the amount of points. Retrain powers and check the squad screen before investing in passive.

ME1 ... I (except new character 1st playthru) ALWAYS fill the Renegade bar WAY before the end of the game, like 150% or more.
ME2 is more complicated (see Manic Sheep's post) because there are HIDDEN points; ie Tali Treason, Renegade full, Paragon 40-50% BUT I can (sometimes) get BOTH choices Paragon and Renegade to keep Legion's AND Tali's loyalty; however, if the Renegade bar is NOT full then only the Renegade choice (or NO choice) is available, so go figure

yep, what above posters said. you can ignore the bars. theyre irrelevant. your paragon/renegade scores and determined by percentages. The number of para/renegade points you have over the total amount you could possibly have. so u can have a full bar and still not be able to have the legion dialogue options during tali argument. Just go 100% either para or renegade and do all the difficult speech checks as soon as u can
