I'd like to find out the proccess for acquiring the DLC - promotional items like the Staff of Parlathan, the Black Emporium, Exiled Prince, the whole works.  Because I don't have (and cannot get) high speed internet, I'm hoping to make a special trip somewhere to get all my DLC, and I want to be sure that once it's obtained, I can access it all offline from home.  

Can all the content be downloaded from the main menu, and if so will it then be permanently accessible on my profile?  I am simply worried that I'll have to reach wherever the items are located in-game while still connected to Live.

I have a problem very alike to what you are describing. I downloaded the Black Emporium DLC, and I even played and accessed it in game when I was online. When I later tried to play the game offline, a message popped up saying the DLC was corrupt, and I couldn't even load my saves anymore. Either this was a one time thing, or it is simply impossible to play offline as long as you have any DLC you want to use.

Hopefully corrupt DLC is not the same as inacessible DLC. I certainly hope that Bioware/EA wouldn't intentionally ignore everyone without high speed access.
