So I have now experiemented with this on two different systems; the only common factor being they both have Radeon HD 6850 cards. I've tried with both the standard release of the latest Catalyst drivers and the 11.4 "preview" release. Both setups have the High Res texture pack downloaded and installed. DX11 enabled on both. The game loads fine. The menus are fine; there is no input or cursor lag.

But when in-game and the mouse cursor is onscreen, there is a noticable drop in framerate. With Very High detail turned on, the drop is down to around 10fps. With High detail it dips to just under 30. I can confirm that by holding down the right mouse button and enabling mouse look (which causes the mouse cursor to disappear) the framerate is buttery smooth. As soon as I release the right mouse button and the cursor comes back, the framerate drops again. However, the cursor itself is not laggy. And if I hit escape to bring up the menu, everything is fine.

It has something to do with the mouse cursor being onscreen while 3D elements are being drawn. I'm not techy enough to go beyond that, but I feel fairly certain in my troubleshooting ability to say that the mouse cursor is a big part of the problem here. So while I can say this problem is reproducable on two discreet PCs, I would love to know if others have experienced this.

A couple other pertinent details are Core 2 Duo processors in both, 4+GB RAM in both. AA and AF tried at varying settings. No major affect, just the expected dips. Same for SBAO.

I've experienced the exact same problem as you do on either "high" and "very high" graphics. The game runs smooth on "normal" though. My setup is an Intel Core i7 2,9ghz CPU and a ATI Radeon HD 5750 GPU.

So yeah, I hope this problem gets fixed somehow because I hate it to play the game on "normal" graphics even though with my setup I should be able to run this game on "very high" easily.

My issue is definitely related to yours:

If I move around without pressing the right mouse button, I get stuttering/frameskipping. Once I right click and move the camera slightly, everything becomes smooth.

Now I know I'm not alone, I have a Radeon 5450.

solve this by setting your windows theme to windows basic.....this worked for me. it may put you out of full screen mode so you might have to re-check it in the option screen.
