I have two computers and i want to be able to copy my dragon age 2 save files from one computer to the other, so that I can play back and forth depending on what computer I am using. i have done a basic attempt to do this but the information seems to be spread across many file types and locations. Any suggestions?

Just do what I do and copy your ENTIRE Dragon Age 2 subfolder from the BioWare folder in My Documents. I did the same thing with Origins and it worked absolutely fine.

I copied the entirety of the Dragon Age II folder over the "blank" installed files, and I load it up, but it says there are no saves.

You don't have to copy the entire DAO or DA2 subfolder.
On Win Vista and 7 the info for me is saved in C:\\Users\\<NAME>\\Documents\\BioWare\\Dragon Age 2. If you are only concerned about your saves and not screenshots or anything, simply copy the Characters folder and you should be fine.
If you are on Win XP, I suggest you do a search for the Characters folder, or type in the name of one of your characters and you should find it.
