I think its in hightown, though I'm trying to look for it too.

Check your in-game maps? That's what I do. Quests have that helpful little down arrow thingy.

I dont know about OP but I think I moved on too quickly and missed that opportunity. In my quest-list The quest for Sebastien is still there, but I cant see that arrow when I'm in hightown.

Perhaps thats what happened to Abstract?

Its on the map. But essentially its really close to Fenris' mansion.

Edit: To clarify, its on the night version of hightown.
