What ended up happening was that some of my DLC ended up being registered to an older email address that I've used for EA in the past. For whatever reason EA still hasn't merged all of their account types completely - I have a legacy EA account, a newer one, and I'm fairly certain some sort of "master" account is thrown in there as well and ties the two together. The Bioware site recognized content from all of these accounts no matter which one I logged in with, but the game did not. Logging in with my new account wouldn't allow me to access content from the legacy account. I logged in with my legacy EA account email instead of my newer account and was able to access the rest of the DLC. This did end up graying out the unlockables from my new account, but as they were already on my character I was still able to use them on my character.
The TL;DR:
If your DLC/unlockable content shows up on the Bioware site but is unauthorized/locked in-game see if you have multiple EA accounts under different email addresses and try logging in with each of those in-game to authorize your DLC.
