The weapons and armor available in the store are random but is it by
play through or by area? Like If i reload before I enter sundermount and
go to the dalish shop, will I see different things each time or will
they start repeating themselves because it's a specific set of items to choose from for for
that playthrough?

bump would like to know because on one playthrough that i deleted because I made a bad party decision I bought some dalish daggers from there that looked like the ones from the prologue. Dalish superior dagger I think it was. So I need to know if I keep reloading the area if I'll find it or if a whole new playthrough will be required?

I think it would have something to do with where you are in the game and what level you are so if you left and came back things may be restocked but are probably the same? Just a guess if I were you I would just try it out myself.
Something I actually can help you with though, When you are about to talk to a quest character or anything like that push F5 or alternative save key on Consoles so if you don't like the outcome of your decisions you can load back to right before you made the bad decision should save you some time rather than just starting over.

From just doing a couple tests, here's what I found.
I failed to get my Last Descent gloves, so I reloaded a prior game. At which point I went to the dalish vendor for another Superior Dalish Dagger (SDD). After 4 reloads, I finally had the option to pick the SDD. A casual inspection of the dagger gave note to something else you need to watch for. It was of lesser quality than my original. 5 more reloads and I ended up with the 22 damage version.
Personally, I find this to be rather annoying. This being a rather static world why insist on making people waste time with reload after reload to get the best (at level)? rare, timed, one of a kind merchant spawned items in a persistent world.. sure.. a static game like DA? Fail.. /rant

does the superior dalish dagger look any different than the normal dalish dagger?
