Depends on what you intend to do with your rogue. If you just want the maximum possible damage, high Cunning rogue with Dual Wield, Assassination and Shadow for the high crit damage is probably optimal. Assassinate and Twin Fangs are two of the highest general damage attacks in the game with a very moderate cooldown, with Assassinate probably being the single most powerful attack allowing for cross class combos (I've seen it hit consistently for over 30k) neglecting Walking Bomb.
