I would say in terms of versatility Hawke is better but Anders 80% cooldown passive is a great thing as well....hard to say.

It really depends. By support I assume you mean heals AND crowd control. The only drawback I see is not being able to use CC/attack spells in healing mode, which blows. I'm currently using both of them on nightmare.
Hawke for damage/support with cc/heals, Anders is my dedicated healer in his heal mode. The best you can do to make him help is give him one or two CC abilities. have him use the cc at the start before you activate heal mode, and use hawke for further CC as combat goes on.
So really I enter combat, make anders crushing prision one and pop petrify on another, activate healy mode. Anything else I want cc'd make hawke do it while anders is healing and swinging his staff. Two mages in healy mode would just be terrible, imo.

Yes, it is the only reason I picked up the offensive skills to unlock it.
