I've tried one solution after you leave Sundermount I directly went to Hawke State and all party members remove. Including Merill. I hope it helps.

Merill cannot remove in the party after I kill all the Dalish Elves.
I've tried one solution after you leave Sundermount I directly went to Hawke State and all party members remove. Including Merill. I hope it helps.
