Why does orsino becomes the harvester? Wasn't a harvester created by dwarfs who can't use magic?

He get's the knowledge from Quinten the mage who murdered your mother and that he knew of him and what he was doing but didn't say anything to protect him from the templars. It's not really expalined though how Quinten got it from. It just seems like it gives you another reason to want Orsino dead.
