My question is this. When you buy DLC it is connected to your Dragon age Account from what I've heard so if I were to own DA for both PC and PS3 would I need to buy it twice for each system(I realize i'd still have to download it twice) for just once since it's connected to my account which I would use for both. Another option would be that they let you use it on both systems but downloaded to only one system at a time?

I would assume you would need to buy it twice, seeing as how the DLC is activated within the game itself (but also linked to your account- since you are logged in).

You have to buy it twice. Sony needs its cut to offset the bandwidth, hosting and and QA costs incurred for making it available over the PSN. And Bioware needs its share to offset low PC sales.
