Good question, but I don't have an answer. I had no quest marker, but went to the wounded coast anyway. Killed the first bandits, but the bandit leader won't talk to me. Guess the quest is bugged.

I'm having that exact same problem, and yes I'm definitely thinking that it's bugged.

I also had a problem with this quest. I cleared out every area on the coast. I found a male NPC standing northeast of the eastern most entrance to the coast who was unselectable and did not move. He only stands there, looking at an empty camp. My guess is he is somehow related to this bugged quest.
