The loot that drops from mob's scales with the players level, where as Parlanthan does not.
In Act 1, if you use a leveling glitch, or do all the quests and farm for xp.
You might find that the loot that falls, is better than any of the unique staffs in the game.

Note - the staff is not necessarily the strongest for Act 1.

...so you're saying if you cheat you can find scaled loot tht's better.
/facepalm.

It's not cheating, there's a glitch that lets you use those side quests that gives 50 silver and 250 exp, if yo ukeep hitting the talk button quickly and repeatedly , yo ucan just keep turning it in a bunch of times. Ive gotten 3 levels off of one of these quests before. It's one of the few beneficial glitches in the gamePirateT138 wrote...

Simply go in and out of the docks etc, at night, and kill the mobs.
You should be able to legitamitly level high up.
Higher your level, the higher the gear that the mobs drop.

It doesn't really matter as it's a single player game and I'm not judging you for it, but that is pretty much the definition of cheating, dude. Using a programming error to gain an unintended advantage? Yeah, that is cheating.

To each their own...
It was only bought up, to point out that even a lowly staff dropped by a Mugger in act 1, can be stronger than the staff of parlanthan, or even Final Thought.
