I'm playing a non steam version of the game, I've tried everything the wiki says: changing the keybinding file, editing the launcher file and adding the enabledeveloperconsole to the Target line in properties from the shortcut. Am I missing something here because everytime I try to use it in game it doesn't work.

Do you get the console itself? To test this press the tilde key to the open the invisible and try walking around using the WASD keys. If you're not moving, you do have the conole enabled.
If that's the case, try pressing backspace a bunch of times after opening the console. I often get the backtick as a character in the console which naturally messes any command.
