I mapped out the packets and connections just like I had done in DA:O to enable profile uploads.
This is what I found for firewall rules.

I have been able to connect to the severs perfectly after suffering the "Dragon Age Servers are temporarily unavailable" messages. This should work for retail Dragon Age 2, but i can not post there. I have not purchased it yet.
I always use Steam so I will include those ports as well. All these ports are needed.

HTTP (DA2 Requiered for gosredirector, and secure Authentication)
Single Port: 80 - TCP - Outbound
Single Port: 443 - TCP - Outbound

Steam

• Port Range:  27014 thru 27050 - TCP - Outbound
• Port Range: 27000 thru 27030 - UDP - Outbound
• Single Port: 4380 - UDP - Outbound

Dragon Age: Origins

• Single Port: 18081 - TCP - Outbound

Dragon Age II

• Single Port: 18081 - TCP + UDP - Outbound (Same as DA:O should work, but someone is saying that UDP is needed for DA2)
• Single Port: 42127 - TCP - Outbound (gosredirector)

gosredirector creates many connections and adding the ports would be a nightmare so we add an IP range

• IP Range: 74.205.9.192/26 (255.255.255.192) - Any Port (All ;Ports) - Outbound

gosredirector redirection range:whois.arin.net/rest/net/NET-74-205-9-192-1/pft

DragonAge2.exe also listens on 62070 UDP but I have not had to open it up.
