I still don't have the trophy but I have recruited everyone. I have Shale, the dog, Alistair, Morrigan, Leliana, Wynne, Zev, Sten, & Oghren. Then on my other save I have all of the above except I swapped out Alistair for the Landsmeet person but I still don't have the trophy. I have the latest patch (1.06) but it still isn't unlocking. What more do I have to do to get it unlocked?
If Bioware can't fix it then they should just give the trophy to everybody.

Nevermind, finally got the trophy. If anyone has this problem in the future then it seems like the trick is to sign out of PSN (and the Dragon Age servers; should be signed out of the servers if you're signed out of PSN) and then play the Landsmeet again. Once you get rid of Alistair for someone else then you should get the trophy. I guess being signed out of PSN helps with glitched trophies.
