Does any one know if vengeance has to be active to reap the benefits of the 80% spell cool down? If not this would be the perfect ability for him to heal my team more frequently.

Well it isn't very clear on the matter and I had it before and it didn't seem to be doing anything, but then again I don't really babysit Anders like I do my main :/ Does anyone know for sure?

It does not need to be active.
While I'm at it, I'll point out that Anders' Martyr talent is absolutely bonkers. It can be spammed continually and shaves off about 15% of the cooldown for all spells, per use. Great for getting to use more of those long cooldown abilities like Haste and Heal.

OK, I was going to start a similar thread about this same question, and I have an additional one too about Anders Vengeance tree.
#1 - If Vengeance does not need to be active (and I have SJ passive learned), how come when I open the wheel/look in ability trees all my spells still show the same CD time? Do I need to be in combat to see these changes?
#1a - I don't quite understand the wording; is it 20% shorter CD or 80% shorter CD? I'm guessing the 1st one as 80% shorter would be insanely quick on all spells...
#2 - With Vengeance active, Anders cannot be healed normally, so is the ONLY way to heal him via his other passive ability to take 10% health from enemies? Does this even work on bosses at all?
#3 - Do people turn off Vengeance during bosses so he can be healed and not die so quick, or am I just missing something here with how to play him...never paid much attention to the bottom of his specialty.

but doesn't Veneance need to be active to use Martyr? Then you could not be spamming heals, except for haste then I suppose?

Uh. In my game after i took it heal cooldown was same for my main mage...so i don't know if its broken or what but yeah.

You can presumably toggle Vengeance to heal and use the CD reducing active.

The cooldown on the tooltip does NOT change. However, upon casting a spell, the remaining cooldown is set to 80% of the maximum. This is easily verified by casting a long CD spell and noting the grayed out portion of the icon.

I tried it out...It does work to shorten the cooldown...the tooltip states you need a point in vengeance not to have it active as well.

The tooltip only states you need Vengeance to acquire the ability, as in a prerequisite on his skill tree, not an in-combat thing.

Do you adjust tactics to make him turn off vengeance when low on hp? Or is blood of my enemy good enough to kompensate Martyr?

you should always have self: hp <50 - deactivate: vengeance at the top of your anders tactics
if you have him built well, and things are going smoothly, he'll keep his health up with BoME
if he's getting his **** pushed in, he'll turn it off, and probably save his life
check signature for anders + hawke builds
