It's a city with oppressed mages, what did you expect? Fenris explains it pretty good:
"Back a mage into a corner and it always ends the same way" (or something really similar)
Regarding mindless killing spree with aoe mages; ramp up the difficulty to nightmare, then you notice the friendly fire on every single aoe attack... no more "charge in and blast everything in pieces in 3 seconds", shame there's no FF on lower difficulties :/
No reward for killing the gangs? kills doesnt matter? you make me cry...
(spoiler: there's "A friend" that actually DOES care that you clean up the streets, and once you've done so *tada!* no more gangs)
Maybe it's just be taking it in too much, but I think it's damn solid. Everything made perfect sense on the first playthough with my mage, trying like crazy to be best buddy with all my followers (failed) trusted random people -maybe this guy won't stab me in the back (failed) this girl seems to be ok not a bloodmage at all (oops failed). I took my time and I'm still taking my time on my 2nd playthough with a warrior this time, and I am still NOT skipping any dialoge... because why should you?
