After I romanced Merrill she got a new outfit and a new WEAPON! But this weapon only does 6 Damage and its UNEQUIPABLE!

Honestly her staff isn't even in my inventory. I can only look at it when I compare weapons at a shop.

Most likely she no longer has an actual weapon equipped and so is using the placeholder staff that all mages get when they don't have a weapon equipped.

I want someone to make a mod that stops her from changing into that horrible outfit, I like her original much more.

This is most likely what has happened. All characters have default weapons if you unequip whatever you have in the weapon slot and leave it empty.

Placeholder weapon. Equip new weapon to get rid of it.
